Even after disabling the Widgets option in Taskbar Settings in Windows 11, I saw a “widgets” process pop up in task manager. Other users report that the widgets service uses location and other resources periodically.

To remove it, there is a Microsoft Store package called Windows Web Experience Pack with the WinGet Package ID 9MSSGKG348SP. Removing it permanently is as simple as running this command in a terminal:

winget uninstall -e --id "9MSSGKG348SP"

It can always be reinstalled later.

On removal, note that the Widgets switch is now gone from Taskbar Settings.
